Is the lack of protective bodygear for labor workers considered an economical problem/hazard?

No its not an economical problem neither a hazard. It should be identify as an investment for safety. Without these, health and safety hazards will come in.

Even a workplace will provide a substandard protective wears, it is useless. Some of the company is using those substandard gears just to passed the minimum requirements of the government. They think that the cost of those gears are not their priorities because there are some more important thing to consider. But in a long run, those companies had been punished by paying hundreds of millions to victims of accidents. The reason? because their employees had no protective gears.
